Yes, it does. Disabling one of the two monitors makes no difference.
Additionally, I can also reproduce this on my Thinkpad T400 (2009, Intel T9400
and single built-in display).

But I found a way to get it to show under the correct position!

1. Open System Monitor and move to 2nd screen.
2. Open Dolphin on main monitor.
3. Right click on any application under Overview in System Monitor.
4. Click on Dolphin.
5. Right click on any application under Overview in System Monitor again.

And now it displays at the correct position. I'm not sure why, but this only
works if System Monitor is on the second screen.

I cannot get this to reproduce on Wayland. Tried: Fedora 41(VM, different
resolutions)  and 42 (on hardware, 1080p), Neon live ISOs (both stable and
testing , on VM, 1080p), Arch (VM, 1080p). I tried different scalings too. 

Does it happen on both monitors for you?

Oh. This is an X11 specific bug. I can get this to happen reliably in the x
session. Does not happen in wayland.
