There is no "head developer". KDE is not a company with a hierarchy you can climb up until you get to someone you can yell at. There are companies in KDE's orbit you can probably hire to investigate and resolve issues. A few can be found at https://ev.kde.org/consultants/. But KDE itself is a volunteer community with no real hierarchy. If you're not willing to pay for commercial support, your path forward is to talk to the Debian folks about this. The version of Plasma Debian ships is rather old, which means they're responsible for maintaining it and troubleshooting issues reported in that version. I am running the latest version of KDE that comes with the latest version of Debian 13.4 I want the head person for this bug tracker I will uninstall KDE and NEVER use it again.
