There is some grey area here, such as CSV being under Save As while it is then always imported and having separate HTML filters in Save and XHTML in Export. "Export" seems to be currently designed for non-spreadsheet output while "Save as" seems be designed to capture various spreadsheet types. I can confirm the described behavior in the versions of LibreOffice listed below. In both versions "Save as" offers about 15 file formats, whereas "Export" offers about 6. Not sure if this is intended. Export versions seem to largely be non-spreadsheet flavors such as pictures and markup languages.
