I did attach a sample of the dialog after the issue. The pic shows the Manage Conditional Formatting dialog box, as seen at the top of the pic. The window title bar shows the size of the dialog box. The dialog box is slightly smaller than the pic size. The black background-ed portion is the normal dialog content (using a dark mode theme). What you see to the right and below the black portion shows the transparency. The transparent section of the dialog and the little extra shown outside the full dialog box shows the window behind the dialog, which was the web page that I filed this bug report in. (I wasn't sure what status I should change this report to, but NEEDINFO is incorrect and I didn't want to leave it in that state.
