Is your tftpd configured to look in /tftpboot for files to send?
it could be doing a chroot to /tftpboot, in which case you don't need to
specify the leading '/tftpboot' in the 'filename' entry in dhcpd.conf.
or, it could be configured to only serve files from /boot, like some
debian mach

With ltspadmin I configured all the settings
The kernel is sitting in /tftpboot/lts/vmlinuz-2.4.26-ltsp-2
I have did some tests:
ps aux | grep dhcp results in :
