Jim - do you mean RH 7.2 or RH 8.0? In RH 7.2, 'serviceconf' will allow
you to control services such as dhcpd from a simple GUI. I can't
remember whether this was replaced in RH 8.0 by another utility.
If you're trying to debug, it might be better to do the following as
root:
/etc/rc.d/init.d/dhc
run ntsysv and activate tftp, nfs, portmap and dhcpd
