If it's a PDF file, then probably not. Many PDF files are not tagged, and will therefore be problematic (especially for tables and other structures) regardless of what operating system or reading tool you use. If you can obtain the information in HTML, or in a word processor format, you'll have

Hi, Group. When we interact with a table, for instance, if I go to Spoken Contents in system preferences > Accessibility and interact with the table there, should I hit VO-spacebar in order to select Spoken contents prior to stopping interaction or leave it alone and stop interacting? Thanks!
