I have added a popup confirm dialogue before the submission of this. It was a
small modification of the javascript used to create the form.

Searching is done as usual, but now during a "search" the results can be
"sorted". Searching for nothing results in all results being displayed ( just
like usual).
I kept it in the search pieform as there was no need to confuse users and add
another button for something so simple.

I think that if a user deletes their account they probably don't want any
messages regardless.
If an admin has deleted their account, there could be many reasons. but I still
don't think the user deserves to receive messages through mahara.
