Yes, they do. You can turn it off in winamp, if you like. I don't know about WMP. They do this in order to sample the audio stream so they can generate visualization goodies off of it (as opposed to just going straight through the cable, the programs would never see the data, and hence would

I just noticed that when playing a CD with Windows Media player, the volume is adjusted by the "Wave Volume", whereas when using the CD player program, the volume is adjusted by "CD Volume". I conclude that Windows media player is actually digitally extracting ("ripping") the file and passing it
