You need to have that version installed, and then you can extract its
APK through various means.
Since in this case you do not have that version installed, you will
need to ask someone else to extract the APK from the version needed,
and send it to you.

Let me share my take on the updated TTS. I am using UK female voice and I
seriously felt that there is a dip in the voice quality. As I am not a
hindi user, it has nothing much for me. Therefore, I've uninstalled the
updates.
Do inform if there is any fresh improvement .
