Try adding "defaultroute" to kppp to make the ppp connection the default route
to the ISP's gateway.
You should be able to have ppp0 and eth0 up at the same time and each will have
a different IP address. ppp will use the ISP assigned IP address and eth0 should
be set to a private IP address

I suspect the problem is your ISP or a bad telephone line. There could a lot of
frames being lost and retried (by your modem if error correction enabled) which
would account for some of the pauses.
