I see people saying they have problems even at runlevel 3 and with different window managers, so I can't really imagine kdebase has much to with it.

Unfortunately that seems to be the case:
System hangs at startup during loading kernel module for USB printer (HP920C)
Mandrake 10.1 CE hangs at startup (init level 3 or 5) if I have my USB printer plugged in. What's strange is that you can later plug in the printer, and the printer works.

To reproduce this bug:
1) Install/upgrade to Mandrake 10.1 CE
2) Start the system (with or without GUI)
3) The system hangs at loading kernel module for USB printer

I think it is udev, so I'll report it as such to Cooker Bugzilla.
