Look in "/usr/X11R6/bin/" , this is where it is on my system.

XF86Config is NOT a program. It's a config file. If you
want the exe file, it's xf86config (all lower case.) In any
event, XF8
If you see graphis displayed on your screen, it's running. It's location is
"/etc/X11/XF86config"
