Problem was in fstab...

I didn't have

none  /dev/pts    devpts  mode=0622  0 0

in there, because I had saved my fstab from my previous install of Caldera ( hey, the 
filesystems aren't gonna change, right? ) and used that with this install of Mandrake. 
 After much digging, I found this solution in some Usenet postings from June.

However, I'm still getting the same thing:

# telnet my_box_name

telnetd: All network ports in use.

So, I'm still confused.

Do you have the telnet server??? I'd make sure you have
both the telnet client and the telnet server.
