Yes, I did chmod 755 test.cgi

Here's are the permissions, as seen from my FTP program:

drwxr-xr-x   3 root     root         4096 Jan  4 16:15 public_html

drwxr-xr-x   2 root     root         4096 Jan  4 15:39 cgi-bin
-rw-r--r--   1 root     root           96 Jan  4 15:17 index.html

-rwxr-xr-x   1 mitch    root          173 Jan  4 15:38 test.cgi

The user account is "mitch." Does it matter that "mitch" owns only the cgi
file itself?
