   ngx_multi_upstream_module patch: OK

   I am trying to build Apache APISIX 3.16.0 with OpenResty 1.29.2.3 using 
`api7/apisix-build-tools`.
   
   Reference:

   - https://github.com/apache/apisix/issues/13289
   - https://openresty.org/en/ann-1029002003.html
   
   The build progresses past OpenResty download/build and module patch 
detection, but fails while compiling `apisix-nginx-module`.
   
   ### Build target
   
   ```text
   APISIX version: 3.16.0
   OpenResty version: 1.29.2.3
   nginx core: 1.29.2
   apisix-nginx-module: 1.19.3
   ngx_multi_upstream_module: 1.3.2
   Base image: registry.access.redhat.com/ubi9/ubi:9.6
   Build tool: api7/apisix-build-tools
   Package type: rpm
