I use following script to send scrap but it's not working.When I
execute in editor it's give me data loading.I wait allmost 30 minutes

These are third part sites and not orkut API apps. These sites had developed
some codes / web apps to send scraps which you can do using CURL with
sessions etc etc.

Here's a suggestion:
Your xml file says encoding = UTF-16. However, no HTTP
response headers are provided that identify it as such, e.g.
Content-Type: text/xml
instead of
Content-Type: text/xml; charset=UTF-16
Could you either use UTF-8, or set a full Content-Type
header?
