In short, the hiring manager described it like this:
Establish a standardized local Django/Python development environment
which will serve as a template for all individual development
environments.
Establish a standardized Apache web server which should be
configured to support Django/Python applications. This will be used
in development, stage, and production environments.
Develop new web applications using Python and the Django framework.
Develop Python scripts that will load geospatial data into a
geospatial database.
Develop Python scripts that will automate the deployment of ArcGIS
maps to an ESRI application server.
