Ohne mod_perl klappts besser!

ScriptAlias /otrs2/ "C:/otrs/otrs2/bin/cgi-bin/"
Alias /otrs-web2/ "C:/otrs/otrs2/var/httpd/htdocs/"
# load all otrs modules

Hallo,
So wie es aussieht versuchtst du immer noch beide OTRS Installationen mit
mod_perl zu betreiben.
Das funktioniert nicht...
Konfiguriere dein OTRS2 ohne mod_perl, dann klappts auch mit dem Nachbarn.
