found it in the OpenSim configurationfile!
In the ini-file flightceilingheight was on 0 /unlimited, but in this
config-file it was on 19.5
flying skyhi now :)

'flight_ceiling_height="20.0"' ?
On 15 sep,
Do not erase the default.xml file. Just modify the line
'flight_ceiling_height="20.0"' to something more suitable for you.
