that it is set in vsftpd.user_list, I assume I must delete all the users listed by
default ('root' through 'nobody') and add usernames I would like to be able to log in.

It's a security feature of ftp. It limits each user to their area. Check the /etc
directory for the ftp config files for more information on how to change this.

Hate to answer my own, but I resolved the issue. First, I configured vsftpd as
a standalone. The minute I did that everything took off. After reading
bugzilla, it seemed prudent to download 1.1.13 from rawhide. Its install
defaults to a standalone install with a new vsftpd folder in /etc.
