What's UP Gold is a decent commercial monitoring tool for that situation. I have used
it in monitoring everything from a server or 2 to a large WAN. It can send you
notices via email and pager as well. Of course if you're looking for OSS, then you
might try MRTG.

I think the commands you are looking for is "port monitor fast 0/x". You should do
this
inside the fast ethernet interface you want to use as the monitoring interface and
