Can't the old freeware version of l0pht do this? If not John the Ripper
definitely can. Not sure if this has been answered as I am a little
behind on my reading.

You could use a Domain Security policy for this. I use it to force user
passwords to be at least 6 characters, mixed case, with at least one
numberic digit. The secuirty policy also limites password age, and keeps
a password history so you can prevent the users from simply alternating
their passwo
