I had problems also with ELs, they were not evaluating. This problem got
solved after i moved jstl.jar and standard.jar from the project/WEB-INF/lib to
Tomcat_home/commons/lib.
I will try out the fresh install of Tomcat and also clean up a

Hello Joachim, Thank you for your help, I downloaded a hex editor and tested the XML file, the hex editor did not display any special characters at all. I'm attaching the XML file test5.xml, please check and see if you see any special characters BOM or any other, before the prolog.

with this editor you will see the BOM in front of the tag,
if it's there.

The problem is that these labels are not human
readable and sometimes native2ascii generates
incorrect sequence of characters (such as duplicates),
at least in Russian language
, which is capable of encoding
UTF-8 chars, such as Russian charset, so chars are
human readable in the editor, but unfortunatelly at
run-time they are displayed as gibberish.
In short can you advice a tool, like JEdit, to make
more easer writing and editing resource bundle files,
