Most of your examples concerns the day to day planning done by
individuals. But my guess is that the conference concerns long term
planning by authorities, esp. infrastructure.
There is an open source software package called MATSIM that predicts
congestion and traveling times. AFAIK,

Fantastic stuff from Tom Carden, way back in 2007. Includes "places
near Edinburgh where it's faster to take transit than drive to arrive
at 9am" And "Places near London where a bicycle is faster than
