Support for pg_upgrade recently landed in pg_upgradecluster. That won't
go into raring any more, but will be available in raring+1, plus the
PostgreSQL backports PPA.

Looks like this has been fixed in PG 9.2. Upgrades involving earlier
versions will require creation of a symlink in the datadir pointing to
the actual configs.
