I think it's more packages involved this time. It would be really helpful if the Debian maintainer would set up Build Profiles to make it more clear what needs to be done for bootstrapping. I was able to get phpunit to build a month ago by disabling the nocheck Build-Depends, but it wasn't installable so more work is needed than that.
