Instead of using debvm-create, I am using mmdebstrap and mkfs.ext4 to create the VM image. (The noble series of debvm-create did not use mkfs.ext4, so I had to use the expanded mmdebstrap. debvm-create is just a wrapper around it so it just copies whatever debvm-create does for oracular and plucky).
