Side note - the slight impact to default power consumption would
negatively impact OEM partners certifying their hardware for EnergyStar
etc., and would potentially force re-certification or failure of those
certifications... the tools are there to change the setting when needed,
but I unfortunately agree that changing the default is not a viable
solution here.

Hi Kim,

Thank you for opening this request.

Others please feel free to chime in but I am pretty confident the short
answer will be No. This is not going to happen.

Picking the performance as the default governor is outright wrong.
Ubuntu lives on many different hardware types including Desktops,
Workstations, Laptops, Servers and more.

Blindly setting the default governor to be performance would potentially
have a lot of draw backs and negative consequences especially related to
power consumption.

Performance is not something everybody needs all the time. This same
principle also applies to data center workloads.

The amd-pstate driver state (and hereby it's configuration) can be
dictated during boot time per (1) and admins and end users can and will
be able to adjust this properly according to their workload and
environment needs.
