Hi Daniel,

Sorry for the confusion: by "dock" I was not referring to one of those
USB-C docks -- just a physical stand which holds the laptop upright in
when in clamshell mode, so bug 2109692 probably doesn't apply here.

I tried:
sudo cp ~/.config/monitors.xml ~gdm/.config/monitors.xml
sudo reboot

On reboot, I now noticed part of the "HP" logo in the corner of the 
primary&secondary monitors.
Then I see the gray login screen correctly attached to the primary monitor at 
the correct scale. Thank you for this!

However, there are still some issues:
- after logging in, the monitor stops receiving USB-C input, and even when I 
open the laptop to look at the primary screen, it is black with no way to wake 
it up.

- the fix has been to:
1.  unplug from usbc, (possibly unnecessary)
2. force shut down the laptop from the power key, 
3. and login on the laptop monitor
4. once the laptop display is outputting, connect the usb-c back to connect the 
external monitors
5. wait for the output to switch to the correct configuration
6. close the laptop into clamshell mode.

This is the heart of the bug I have been experiencing, but if you would
like I can open it as a separate issue.

Apologies, I used the term "dock" but I wasn't meaning one of those
powered-USB-C docks, just a stand that holds it upright in clamshell
mode, so likely not bug 2109692.

The login screen issue is bug 1760849. The login screen runs as a
different user (gdm) so it has its own monitor configuration. You can
overwrite that as root by copying ~/.config/monitors.xml to
~gdm/.config/monitors.xml

It's important each bug only describes one issue, so this can be about
the problem after login. I think the dock is the most important factor
here and it sounds like bug 2109692.
