For me, the bug is gone since the upgrade to Ubuntu 16.04. Just took 3
years to solve.
Now that it's official the sunsetting of Unity and Mir, I hope similar
bugs won't take that long to be solved.

When install NVIDIA driver GTX960M, it returned an error and recommend to exit
X sever.
But when turn off X sever check by add parameter --no-x-check, it generated an

The same exact problem on 17.04 after upgrading from 16.10.
I tried different mouses, wired/wireless and xset command in terminal
but no luck so far.
I can't change the mouse speed at all.
