[Ugnet] Rwanda Urged to Negotiate with Congo Rebels

Netters   I don't think that the present government in Rwanda believes in any negotiation with any one, Paul Kagame is a man who will stay in power at all cost. Those who have been here long enough know how much we opposed the Uganda attack on Rwanda which resulted into Kagame. We pleaded that the war will cause a genocide, our assessment was based on a very long history we have on the Rwandese politics as Ugandans. Paul Kagame with Yoweri Museveni, went to attack Rwanda when they clearly knew a genocide will follow in Rwanda. That is why when I see this Hullabaloo of TZ court, it is a mockery to justice. What every one must fear is the fact that Kagame decided to have his own Tutsis killed in a genocide so as to allow him to be in power. That must bother every human being out there, that must help you to understand 3 things as well. 1) The creation of the Skulls culture in Great Lakes 2) The deaths of now 4 million Africans in DRC 3) The creation of Internally Displaced People in Uganda, Camps that have held more than a million Ugandans for now 20 years.   Paul Kagame and Yoweri Museveni are men who will sacrifice their own children if that will mean their being in power. The International Crisis Group is calling for military-to-military negotiations between Hutu rebels in the eastern DRC (the FDLR) and Rwanda. The ICG is an independent group that works to resolve deadly conflict around the world. The Nairobi-based director of its Central Africa Project is Susan Linee, who told English to Africa reporter William Eagle that her group supports the integration of the FDLR into the Rwandan military. She says this has happened at least one time before, when a leading FDLR commander and some of his men surrendered to the Rwandan government. The ICG wants Kigali to reach some type of accommodation with the FDLR military commanders. But Rwandan officials refuse to negotiate with the political arm of the FDLR until its military wing is dissolved. The ICG says the effort by the UN Mission in Congo and the Congolese army has failed to disarm the group. The FDLR’s opponents -- the rebels of the Tutsi-led RCD – are concentrated in North and South Kivu along the border between Congo and Rwanda. Ms. Linee says there is no evidence that the RCD takes direct orders from the Rwandan government. But she says the Rwandan government is confident the RCD has similar goals as Kigali – to create a Kinyarwanda-speaking buffer between Congo and Rwanda with Tutsi-led regions along the border of the two countries.
