Binary package hint: ubuntu-dev-tools

I did $ requestsync --lp -e config-manager

this made a bug filed on 'ubuntu'. Config-manager isn't in karmic, but
it was in hardy, so the package exists and can have a bug filed on it.
It would be nicer if requestsync were to do this ;) - I did it by hand
after they were filed, when I realised.
