Any ideas how to leave this damned list when you've been "blacklisted"

Just a quick one - I intend to move all my user home directories onto a
separate partition set to
noexec. Am I right in thinking that this will prevent scripts in user
cgi-bin directories from
working?
(Which isn't necessarily a bad thing...)
