Add AuthBasicProvider xradius To your config. The error message you got is from mod_authn_file, saying it couldn't find a htpasswd file (well, it wasn't configured, so not surprising). In 2.2.x AuthBasicProvider was added, and you need to specify which module should provide the backend for authe
