Yes. There is a system in codes. When you have a subset that is not
associated with the superset, you destroy the credibility of the language
codes.

We currently have the standard of showing text in the UI language, and, if one is logged in, in other, selectable languages, too (@daniel, @WMDE-leszek correct me if that is wrong)
