I do not get the same response as you do.

If a non-vm user dials the message button they are prompted for the exension 
first, rather than a voicemail password.

Which is the desired response so non-vm users can check shared or other vm 
boxes.  If I type in the ext of a non-vm user then I get an "invalid" response.

Now, as to Kumaran issue, that seems like a great improvement.  Perhaps 
something as easy as an option that enables a forward to an AA when there is no 
vm box.  Then that AA can have any message or option the admin chooses.

I have a question in a similar vein.  If voicemail is disabled for a
user and they press the message key and enter a password, it just says
that the password is invalid.  By disabling the voicemail, are we just
setting an impossible to guess vm password on the box, or actually
disabling voicemail for that user?  I'd like it to say "this extension
does not have a voicemail box." or something similar.
