Hi,

scp is in the "ssh" package, so use
apt-get install ssh

It is in the non-us branch I think, so make sure there is something to
that effect in your /etc/apt/sources.list file.
I think the version in potato is quite old, so you may wish to grab it
from woody or sid if you feel like it.
