"getting violent and constant glitching (enough to strip a couple of
servos)", that is NOT normal.  You might get some small twitching with some
receivers with Tx off, but not most and not normally with the 555.  Channel
20 is a channel that is close to one of the TV channels.  Any way, it's use
(ch20) is banned at some club fields because of the location and proximity
to the interference source.  Not unusual to see "No channel 20" in AMA
contest calendar listings.  Check with local RC fliers and clubs.   Regis

You answered your own question...it happens when the TX is OFF.  I don't
think that's anything unusual.

TX on, then RX on.  RX off, then TX off.
