I had a look at the 1995 ARRL Handbook - Test Procedures and Projects 
chapter, page 26.43.

Here the Blocking test used at that time is explained.

In the set up shown, the "weak" signal generator is set at -110dBm and 
is feed thru a -3dBm hybrid combiner and a -10 dBm attentuator so that 
the "weak" signal level at the input of the DUT is -123dBm.
