Kiir Opens 2012 Governors Forum

The second South Sudan Governor’s forum has been launched by the South
Sudanese President Salva Kiir and brings together governors, members
of the Legislature, key ministers and development partners.

This year’s theme is ‘Agriculture for Sustainable Food Security and
Economic Growth” and will cover topics including economic development.

JUBA, 26 November 2012 [Gurtong] - Only Four governors are present at
the scene as the rest have been represented by their deputies and
ministers.

Dr. Riek Machar, the Vice President was critical on the inactiveness
participation of the governor’s saying their presence is paramount in
the course of discussions of the matters during the forum.

Organized by the Office of the President, with support from the United
Nations Development Programme (UNDP), the Forum provides a platform
for discussion and action on policies related to political, fiscal and
administrative governance issues.

In addition, it offers a space for broader discussion on important
issues such as, corruption, post-independence issues and state-level
concerns.  It has become a platform for making key decisions and
launching major initiatives such as Roundtable on Decentralization
which was conceived at the Governors’ Forum in 2011.

Hon. Emmanuel Lowila, the Presidential Minister explained that, the
forum is targeted at discussing three key objectives.

He identified them as to; understand the current security and economic
situation and discuss the government’s priorities towards the
realization of the government’s vision 2040.

To understand the challenges faced by the State governments in the
implementation of decentralization and review the progress in
implementing the resolutions of the first governor’s forum held last
year.

And to explore the concept of agriculture as a means for sustainable
food security and economic growth and identify strategies and actions
to achieve it – food security.

The forum is being organized co-currently with the South Sudan
agricultural trade expo that has brought all representatives of the
ten states to participate in the function.

Agricultural Minister Betty Achan said the co-current organization is
aimed at ensuring full participation of the States’ governors in the
expo so as to boost the implementation of agricultural policies in the
States.

Mr. Kiir called the participants at the forum to establish good
strategies aimed at making South Sudan food security by 2014.

This year’s theme is ‘Agriculture for Sustainable Food Security and
Economic Growth” and will cover topics including economic development,
mechanisms to support agricultural development and production, the
South Sudan Development plan as well as individual state issues.
