Piggy backing on Todd and James. Is IRI's "data" a good rule of thumb
they developed that worked well for their justifiably  conservative
position or something developed from empiricism or experimentation?
Without statistical data, just by watching the "news,"  I can develop
a ranking system wherein spaceflight is more dangerous than, flying in
airplanes, than sailing in ships, than driving (and we can probably
agree to put ships and trains in there somewhere) but since when is a
question? In any given period of time, either era or finite continuous
period? Number of total miles traveled (goes back to over time0? You
guys understand statistics and probabilities. So I go back to the
original question: IRI's data is arrived at how? And if we don't know
aren't we just accepting it as if it were religion? IRI, an authority,
says it is so, and so it must be so. How many of us have encountered
AHJs that have determined their authority alone has given them some
magical power of interpretation and understanding? welcome to Oz.
