its a common basement for 4 story  apt dwellings. the tenants may store the 
basement to store house hold items.
it has a boiler rm, gas meters, elec meters. otherwise its an open space
its completely accessory to residence
it similar to a basement in a 1/2 family house .  so, in the 2010 13R sect 
6.2.2  has  some exceptions  where res spr can be used based on similar fire 
loading.
