Alas, even the santa ana winds are no match for the blowhard capabilities of a good passive protection/vent lobbyist. Sure, specifying stuff that works would be great. But politics, lobbyists, incendiary rhetoric and checkbooks have far more to do with our levels of safety- or lack of it- than what should be ruling.
