Scott, Unfortunately this is a design build project government project and the whole spec is about 60 pages and the fire protection spec is limited in the requirements except to meet code, although they did mention the classification of the storage and the 13 gpm well that is on site for our use for the fire protection system. the building is unheated so i am not sure the other solutions would work.
Based on NFPA 30 and the classification of the building it would be required to be sprinklered. I am just for looking for alternatives for the design build contractor. If there are no suitable alternatives then a 200,000 (plus) gallon tank will have to be installed. The entire building is only 2,400 sqft. It will another good use of our tax dollars.
