Spencer is correct regarding the notes, but the method shown is half again more 
expensive that simply installing a dry barrel hydrant where needed in lieu of 
this detail!

areas where a jurisdiction wants a hose connection near a large building and 
for some reason or another can not provide a hydrant directly adjacent. What 
that picture calls “type a” is the fdc that will serve what is in essence a dry 
standpipe underground with hose connection outlets, “type b” in that 
illustration, for fd use as they see fit. The fd can open the valve to control 
their flow from the outlets. I typically see (2) 2 1/2 gate valves in lieu of a 
full fledged piv however. I agree that the illustration is deceiving and may 
need some tweaking...
