ERR_FTP_LISTING not available as an old-style error file in 3.1?

Hi,

while checking out 3.1.0.2, I noticed that the new ERR_FTP_LISTING page
was only added to the (dynamically generated?) set of new-style error
pages. Is this deliberate?
