Yes, I thought about that as I was updating the spec, but I didn't want
to use up more time thinking about it before publishing a revision.

If your inbound traffic is truly throttled, then I don't see how
anything is going to get through in a hurry. But perhaps the slow
delivery of <pong><resource-constraint/></pong> will give you a clue
that something is wrong.
