_eval_as_leading_term is actually broken (see the comment in
functions.py, "# XXX This seems broken to me!"). So, though I can't tell
if that was the original issue here or not, it definitely is an issue now.
Also, I remember having problems with it when trying to fix issue 2626.
So I think I'll just make this issue for that.
Maybe Tom can comment more on what the problems with _eval_as_leading_term
was, since he's the one who made that comment.
