I got this answer:

        I you look at the tld you'll notice that the rtexprvalue is
false for 
        all the tags.  If you want to use scriptlets, use them in the
body of 
        the setrecipient tag.

        <mailxfer:setrecipient type="to">
                  <%= userEmailAddress %>
        </mailxfer:setrecipient>
